CFR to predict what will happen with a push to herd immunity is not the right metric. IFR is the better metric here, now that we actually have an initial one to use.

I like the premise of herd immunity personally. It comes at a hefty cost (1.4M) based on IFR and 67% of the US population needing to become infected to reach herd immunity. Before totally embracing it, I would want to know more about impacts to the children and long-term implications of exposure to anyone child-bearing years or younger.

If the herd immunity approach were to be a massive hammer over age 40, and a tiny flutter under age 40 with no long term affects - yeah. Do it.

So, what this means is that you have to run the test cycle a bunch of times to get to a minimum level of readable material to measure. Each cycle doubles the amount of material that is readable. At some level of cycles, even the smallest amount of material becomes overwhelming because the increase of measurable material is doubled each cycle so a guaranteed positive result is obtained which is what the text of the image posted says.

So, if you need X material to be detectable, Y material to be a meaningful result (to give you a real positive or negative) and over Z material the result becomes a guaranteed false positive, and the material that is detectable in the sample is doubled every cycle the test is run, the growth of detectable material is exponential. There is a chart in the referenced article that demonstrates the exponential results labeled "Amplification Plot". When the result goes over 1 on the y axis of the chart, you have a guaranteed positive regardless of the sample. So, in short, the text in the meme is 100% correct and scientifically verified.

The question then becomes do you trust corrupt governments and health care services (who have been incentivised to provide positive cases by so called "relief packages" by those corrupt governments) to use a consistent and reliable number of cycles in the test OR as the meme suggests, vary the number of cycles as needed to produce the desired outcome?

So, there is the proof, the science from a reputable source on how the test works and the explanation as to how and why the meme is correct.
