I believe your hands/feet get cold first because your body restricts blood flow to them in an effort to keep your core warm. If you cover your shoulders and maintain more heat in the core, your body should progressively warm (or at lease become warmer) everywhere else.

Core and head determine the rest. I'll see if I can support this with any research.

Fairly sure that's a type of Celosia called Flamingo Feather, if not the exact type it's something in that family.

Edited: Beg pardon I see it was identified a little higher in the thread, but that is the variety I'm fairly certain.
