You're obviously not aware. "The Afghan government" ,as you put it, was a puppet government installed by a foreign invader that was trying to instill an ideology that disrespects their culture. This is the same mistake the UK made on multiple occasions and ended in similar fashion. We would have been peachy had we not fucked with their way of life and just left after killing Osama.

In our culture, if I offer you an apple it would be common courtesy for you to say "thank you" after receiving the apple. In their culture no thanks would be given until the apple was consumed and the apple being worthy of thanks.
