His rhetoric didn't match his actions. He was certainly critical of guns after each mass shootings, but it's not like he called it a national emergency and pushed through anti gun laws. He pushed executive actions to enforce laws already on the books, but didn't push any executive orders to enforce new laws.
I don't care much about bump stocks. I don't have one nor did I ever plan on getting one, but to say Obama was bad for gun ownership is just not true.

Where they differ is RT is straight up state backed media. FOX obviously isn't state media because they freaked out over every little thing president Obama did for 8+ years but was cool with Bush and now Trump.
The cozy relationship with Trump and FOX makes it seem like state run media. Thats why I think FOX has an obvious bias and agenda.

The American government is set up with checks and balances to ensure transparency and fairness. It does not always work but for the most part it works pretty damn well.
