That is an excellent point. It was a war crime by Russia to use cluster munitions multiple times on Ukranian civilians.

That is a big assumption that the Ukrainian's would use them on Russian civilians.

He did use them already, on civilians, which is a war crime. The use of cluster bombs themselves, is not a war crime.
