Likewise I look at this situation here of this woman being murdered and no one can give me a concrete answer for why she deserved to be murdered, other than idiots like Alfster and Bhaalizmo who think everyone should have been shot that day and you and drauz who think simply standing around in a group of people who were breaking windows and looting shit now warrants being shot. I can see why he shot her, and I unfortunately can't think of a "better" option at the time in that context. Because once she got through with no consequences, everyone else would start piling in too, and then you either get overwhelmed really quickly, or you start mowing people down. Which he wouldn't be able to do either since he just had a handgun I think.

I don't know what was further down the hallway that was important enough for him to start shooting, but shoot to incapacitate isn't exactly a thing, and I don't see any kind of warning shot accomplishing anything in that situation either, and who knows what a mob would have done to even that guy if they all started plowing through.
