Biden took credit for that. Now, while it was his administration that would have worked over the details, there was no serious talk, by either side, until right after Trump won the election.
So sure, Biden can take credit for creating the framework, but it is only there because they know Trump is coming in.

The only reason everything is getting "shut off"... is other Nations know that the free flow of money being sent everywhere (except to US citizens), is about to come to a halt.
Biden in office - cause trouble - billions/trillions sent overseas, which is hard to track and easily "lost".
Trump in office - stop causing trouble - no money sent overseas, because Trump expects them to pay for it themselves.
