I suspect Putin will respond with one or more small tactical nuke(s) in Ukraine. He has threatened that, as he has many times before, but I think the use of long range missiles into Russia will be the line that was crossed. I believe his prior threats were meant to condition the international community that it’s a serious possibility, as are these suspected non-nuclear ICBMs sent into Ukraine.
