The report cited by Seran is based on debt signed into law by each President, even if the actual borrowing will not take place until after the president's term. PB is looking at actual spending during a president's term, even if a prior president signed the law that required the spending. During the presidency of Nixon, Presidents lost the power to refuse to spend money previously appropriated by Congress, including appropriations during the term of a prior president. As shown in the below chart taken from the report, the deficit and debt increased much more because of Trump than because of Biden, both with and without considering additional spending related to COVID. Expect more of the same if Trump is reelected.

One has to wonder if Republicans are really dumb enough to think they won't be held responsible for enacting laws with massive fiscal repercussions for the country.
