Federal employees at the Centers for Medicare and Medicaid would be furloughed just like everyone else during a government shutdown because they're not essential employees. Everything from benefits verifications, enrollments, some claims processing requiring pre-authorization, and physician certifications under Medicare would all be impacted by their being sent home.
It's always you dumb fuggin Republicans who think that government services can somehow continue to function without employees, you need to disabuse yourself of that and realize what percentage of federal employees are non essential. Imagine being a rust belt farmer relying on your loan or claim getting reviewed by someone who isn't there because your Republican representative whose pay continue in a shutdown, sent everyone else home.
