For real.. what's the point of having a govt shut down if it's nothing more than a free vacation to most of them?

How about this instead:

Each year the Congress needs to have a balanced budget and if they don't, they don't get paid until they present one.

They must live within that balanced budget or they don't get paid.

The more the government is shut down, the less they can fuck up. Seems like a win win to me.
