There is absolutely nothing stopping an employer from creating a cafe plan of their own which self-funds medical expenses on a cash basis. Nor does it stop the employee who wants to be a snowflake conscientious objector from declining health insurance altogether. Multiple options exist for the .01% of idiots who object to section 2713 of the ACA, further to even have standing they must show /damages/ caused by service /they don't utilize/. This is impossible.
