You don't know what intel the guy had. Probably saw from sat feeds that the island was obliterated by missiles and it is easy to assume they are dead. I'm sure the Ukrainian President has a lot more going on and can't take the time to worry about your fancies.

Right. I'm sure if Putin accused Ukraine of bombing a civilian center and killing 10,000 civilians then a week later said "Oops! My bad! That never happened!" you would totally give Putin the benefit of the doubt and say he has too much shit going on to worry about getting pesky things like facts right.
Of course it's propaganda to accuse the other side of killing a bunch of soldiers who didn't even put up a fight after all they said was "Go fuck yourself."
Just because they didn't verify it first doesn't suddenly not make it propaganda.
