Yeah...kind of turns out that the US alone can't really stop a nuclear power from invading another country.
And Europe was VERY divided over responding to the annexation of Crimea. Unilateral action wasn't going to cut it.
A lot of people are giving Biden tons of grief for not "Being tougher on Russia", and it's 100% true that he could have been. But what most people don't realize is that the US has actually been focusing its diplomatic attention on rallying the nation states of the EU to put up a united front despite their reservations. Because that's actually the only way to create real consequences for Putin and to pressure him to back off.
War isn't all about sending ground troops and insulting people on Twitter.
