3 years between + 28 years service is 37 (8 for President - god let's not give them 10 /shiver) years total... so plenty for someone serving to (typically) not be over 75 if they start around 30.

You can already get 10 for President, it requires special circumstances.... Resignation or assassination, if the VP only has 2 or less years as President when he takes over, he can still run for election for two more terms. Over two years counts as a full term.
