Context would be great. Did he say this in a discussion about mail in voting? “Quality” in this context could very well mean he is concerned about fraudulent voting and mail in ballots make fraudulent voting a hell of a lot easier.

So...he does mention he is worried about fraud in the same sentence he mentions not everyone should be voting.

Although I will agree it's dumb to say people who don't want to vote probably aren't totally informed on the issues. Some people just think both political parties are gigantic jokes and don't want to engage in the system.

A few sentences before and inbetween that is him talking about the uninformed voters. He is talking about people he doesn't want to be voting.

The mayor said the video speaks for itself and, in an interview with al.com, denied using the same slur Bryant uttered during the meeting.

It's just some hearsay.

Just so drauz and Bhaalizmo realize: you are defending the Republican mayor who is accused of using the racial slur first against a black woman in a private meeting. But you all seem too eager to defend the man either because you thought he was a Democrat or because he's black.
