"Everyone should not be voting" and that he and his fellow Republicans care about "the quality" of the votes.

Not everyone should be voting, you know, like, illegal aliens. In an interview on Friday, Kavanagh said his words were taken out of context and defended the measure to stop sending some voters mail-in ballots as a matter of election security. He told The Post that his sentiment about “everybody shouldn’t be voting” was referencing “those fraudulent voters, not less-informed people who have every right to vote.”

Yeah, that doesn't really explain the quality of votes part. Seems like he's just trying to cover for it. I don't think for a second he was talking about fraudulent votes, no one is pushing for fraudulent votes to be counted and it is a non issue but for some reason he's talking about it?
