that if elected President, he would cure cancer

that Trump is the first racist President
or
that he went to law school on a full scholarship and he graduated at the top of his class
or
that he graduated with 3 degrees and was the "outstanding student in the political science department"
or
his numerous lifting of other people's speeches and claimed them as his own
or
that after his stint as VP, he became a teacher and Professor
or
that he was arrested trying to visit Nelson Mandella in prison in the '70's
or
that he was a civil rights activist
or
that he co-sponsored the Endangered Species Act
or
that the NAACP has endorsed him every time he ran for office
or
any other instance of Joe Biden lying...

For my hypothetical I'm agreeing with you. I'm trying to come up with agreement on a term for someone who makes intentional, proven dishonesty about their opinion.
If Biden is being dishonest about a situation and says it would blow over when he knew it would get worse what would you call him?
"Liar" seems appropriate. Is there a more exact term you'd prefer?
