Sure, SOFA was negotiated by Bush and implemented by Obama, so there is culpability on both sides there. My point was only that we cannot simply disengage and withdraw entirely from the region, as much as we're all sick of it, because history has proven that the vacuum left behind will create something far worse.

It was allowed to thrive and grow unchecked during the 90s. The WTC was bombed for the first time in 1993, US service members were killed in Saudi Arabia in 1995, leading to the 1998 US embassy bombings, and then the bombing of USS Cole in 2000. If only it was taken more seriously then.
