No, it's the return of over collected taxes. The delay in that return makes it an interest free loan.

Be safe, either make quarterly payments or have them withdraw less than you will owe, put the difference in a savings vehicle of some kind and then, when you file your taxes, write them a check and keep your interest.

A New York man who threatened kill U.S. Rep. Maxine Waters and hang former President Barack Obama because of their race will spend nearly four years in prison after he was sentenced in federal court Tuesday.


Stephen Taubert, 61, of Syracuse, has a history of making racist threats and used “vile racial slurs” when he issued multiple death threats to the two Democratic figures, authorities said.
Taubert called Waters’ district office in Los Angeles in July 2018 and said he would be at every event the congresswoman attended until he killed her and every member of her staff, according to the U.S. Department of Justice. A year earlier, he repeatedly called the Washington D.C. office of then-U.S. Sen. Al Franken, of Minnesota, and said he planned to go to the capital to “hang” Obama at his home and kill him, authorities said.


During a three-day trial in March, which ended with a unanimous jury conviction, prosecutors played audio of a police interview with Taubert in which he admits to calling Waters’ office to “terrorize” her because of public statements she had made.
