I think it depends on how much she knew, IMO. Fraud is fraud. Some of them, I reasonably feel the child wouldn't have known about... These are mostly the incidents of the guy going behind them and changing test answers and such. Then some were knowing participants, those ones should be hit with Fraud allegations.

Probably has something to do with scholarships, Federal funding and Title IX. Keep in mind, Title IX is an abomination and should be axed, but likely there is something in there about it. Also, maybe racketeering and bribery, especially since it looks like they are all state schools or receive Federal funding.
