Some companies, especially restaurants, can't afford to increase their worker's salaries by that much so they are letting some people go. Now NYC is discussing making it illegal for companies to fire someone unless they have just cause. Even if you're commuting from outside the city, a two bedroom apartment in Jersey costs about $1500 a month and it costs $32 every day (plus parking) to take the train into the city. And you can't live near NYC in Jersey anymore because places like Jersey City are now spillover from Manhattan. It's just as expensive to live there as it is to live in the city. We pay $6500 a month for a tiny warehouse in Long Island City (about the size of a small McDonalds if you took out the ovens and such), and that's the CHEAP part of NYC. I don't know if they're lying. What are the stats you're pulling from and who's reporting them?

What I'm saying is that I've lived and worked in that area all my life, from the bottom to the top(well, middle), and even working on a farm at the age of 12 in Jersey, where it's cheaper, I made close to $15 an hour. You can't afford to rent a cardboard box in Hoboken on less than $15 an hour and work in NYC. Half your paycheck would get wiped out just commuting back and forth.
