That is really stretching it to think Trump isn't a target. Again, Crossfire Hurricane was started because of concerns over Trump. The investigation was then almost immediately handed off to the special investigation when Rosenstein appointed Mueller. I haven't seen anything that would suggest that Mueller is not still working on the counter intelligence aspect or the obstruction of justice aspect. In fact he's still trying to get Trump to sit down for an interview.

The thing is everything is speculation. Mueller's team speaks in court and through indictments. And once a year or so they jump out to correct a damning article from BuzzFeed.
