Manafort had another hearing today and the judge determined that he did lie to Mueller, especially about his interactions with Russian spy Kilimnik. This means his plea agreement deal is null and void and he's going to face the full sentence. Dude is gonna die in prison.

Unless Trump granted him a full and complete pardon of all federal crimes (which is highly unlikely) then Manafort could still claim his testimony could put him at risk for other federal prosecution.
Also note a presidential pardon only covers federal crimes, if Manafort's testimony would put him in danger of state prosecution he could indeed refuse to testify.
