Depending on Mueller's report- they may not actually have a choice. The Dems would prefer not to impeach- they'd rather use the 2020 election to take care of this. But the report may very well force their hands.

Give us an example of what would "force their hands" because they had "no choice."

Well that's not entirely true. We know quite a bit about what's going to be in it because it has played out publicly.

There's likely no version of this report that's not damning. It's just going to be a question of how damning.

If the report comes out with a clear case of obstruction, they have no choice. They can't let a sitting President off the hook after something like that. It sets a dangerous precedent for the future.

And if the report comes out with a clear case of collusion- which is very likely by the way- they likewise have no choice. They can't set the precedent that it's okay to work with foreign adversaries to corrupt our elections.

Just as in a court of law, the prosecution makes a case. The report is the prosecution's case. It doesn't mean it is true. The Senate decides if they believe it to be factual.
