The right to unrestricted movement is a person's right to move from city to city, county to county, state to state without interference from the government. It does not allow you to plow your car into anybody who happens to be in the street.
Just for fun I looked up right-of-way laws in Virginia, and a motorist must yield to a pedestrian if the road traveled on has a speed limit of less that 35 mph (the road he was traveling on was 25 mph).
Also, your boy committed a hit-and-run on both several people and a couple cars, which are felony charges and misdemeanors respectively.
