There were a few network-run Saturday morning cartoons I would defend. I believe "The Real Ghostbusters" and "X-Men: The Animated Series" qualify. Some of the best stuff, like "Batman: The Animated Series," was being aired on weekday afternoons in the 1990s if I remember correctly though.
I feel like Nickelodeon really dominated the 90s cartoon scene: Rocko, Rugrats, Hey Arnold, Ahh! Real Monsters, and Angry Beavers. Invader Zim was a Nicktoon too but it started in 2001.

The early and mid 90s were the high water mark for sure. Batman alone is better than all cartoons and most shows today. Almost everything before and since, GARBAGE.It's weird because I've severely sprained my hamstring to the point where I couldn't walk, but I didn't have any surface pooling at all.
