    I'm not going to say they aren't above reproach or that the revolving door policy isn't an issue, because it is. But it isn't the Pentagon that has the final word on what gets funded and what doesn't. There are a number of recent cases where the Pentagon has informed congress that it doesn't need something but congress goes ahead with it anyways, because hey, that's more money and votes for them.

    If I recall correctly the reason they decided to keep the Bradley was because of the sequestration. It would have been cheaper to upgrade that than to continue working on a replacement.

    You're an idiot. They're not planning for it in some thought experiment war-games type of way. They are actively dealing with it and the changes that the globe is experiencing because of it now. What you missed from the article is that this isn't a theoretical "what-if" for the USN. It's real, it's happening and they are adjusting missions and preparedness accordingly.
