I'm not sure if you're joking, but the historical rate of inflation is 3.3%. She's getting out ahead of the game, well ahead if health care premiums happened to be a widget that exceeded average inflation. And as it turns out:

Inflation works by multiplying every year, so you would do x^11 = 1.62, x = 1.045, 4.5%. What makes it even more striking is that it so happens that the rate of inflation for 2000 to 2010 was only 2.5%.
