Can you identify as a different race? Yes you can. Race isn’t biological, but a social construct. Race is about how you look, not really what your DNA is. This is why changing your race is possible, we can’t see another persons DNA. When someone walks down the street, we never say, “look at that girls recessive MC1R gene, she could have ginger babies.” NO!
It's worth noting that race doesn't really exist; it's a man-made label. Sex (male or female) exists, obviously, but race really doesn't. For example, professional anthropologists reject the concept of race.

If you mentioned ethnicity and not race I would agree with you, you can’t change your ethnicity.
I consider ethnicity and sex as the same, and race and gender as the same in your argument.
Regarding your second point. No, I think you should go by your identified sex at birth not what you identify your gender as.
