The job titles appear innocuous

But those are just the kind of job titles a guilty person would use. If they were really innocent, they wouldn't have to sound innocent. So says Cly... uh... nevermind.

That and also use that money to buy politicians to get into office and then give them insanely lucrative deals.

I kind of wish we had strict campaign spending limits just so this silly paranoia would abate (to some extent).
