The president's party tends to do poorly in midterms in national elections and even in state elections, so it's hard to blame Obama or Trump for either of those things. I think the reason they point to Obama's 8 years is because it was by far the worst the president's party has done on the national and state level. We aren't talking just a few house seats flipping, we're talking losing the senate, losing the house, and losing entire state legislative bodies (both lower and upper chambers as well as governor seats).
Look at Washington state for example, one of the most liberal states in the country. In 2008 Democrats had a 62-36 lead over Republicans in the state house, by 2012 it was down to 55-43, 2014 it was 51-47, and by 2016 it was 50 to 48. It was trending back up now since a Republican is in office but still only at 57-41, a few seats off their 2008 totals. I'm not sure if traditional Republican strongholds have suffered these kinds of losses under Trump but I suppose it's possible. Going by Kentucky tonight I would say not.
