First of all both acts did much, much more than just address gerrymandering.
Second of all "Open Our Democracy" was introduced in the House 3 times, all three times were when Republicans controlled the House.
The "For The People Act" was introduced when Republicans controlled the Senate.
The "For The People Act" also didn't outlaw gerrymandering, it outlawed "partisan" gerrymandering.
Do you ever wonder why these pet projects by Democrats are never acted upon when Democrats control Congress and the White House? It's because they don't really want to pass these bills, they just want useful idiots such as yourself to point to them and say "See! Democrats tried!" No, they didn't "try." They don't actually want to lose the power to gerrymander in states such as California and NY, they would lose so many House seats they might never control the House again. But it sure sounds nice to say "We tried but Republicans stopped us!"
Just like Democrats never really wanted to enshrine Roe v Wade into law in the several times they controlled Congress and the White House since Roe v Wade was passed, because as long as the ruling was never overturned they could trot out their "The Republicans want to take away your right to kill your unborn child!" every election cycle and if the supreme court ever did overrule their previous ruling they could then campaign on "See! They took away your right!" And you lemmings fell for it each and every single time.
