Unemployment rate is taken from people applying for benefits. If they are no longer applying, such as when they no longer qualify, they are no longer including in the rate.

Which is why this synthetic unemployment rate is so bad. It used to be a long time ago that the unemployment rate was the number of working aged people minus the disabled/otherwise unemployable for whatever reason compared to the number of people employed. It has always masked the number of people not working who are employable because of this very thing, they become ineligible for benefits, stop applying and bingo, the unemployment rate goes down.
