How about we simplify it:
Person 1: Has classified docs, it's proven. Denies it, tells lots of stories, hides them, moves them, lies some more.
Person 2: Has classified docs, it's proven. Admits it, returns them, complies with all related requests.
But you're still in the Person 1 is innocent camp, eh?
