Haha... Nicholas Cage's character was "loosely" based upon him in this one: https://www.imdb.com/title/tt0399295/

Lord of War is a good flic.

Maybe he was released because they needed an expert to move all the US arms that are being stolen in the Ukraine.

"UPDATE 3-U.S. House overwhelmingly approves bill backing record military spending"

"The U.S. House of Representatives backed legislation on Thursday paving the way for the defense budget to hit a record $858 billion next year, $45 billion more than proposed by President Joe Biden."

Odd that you would say that... as this just happened.

Now I'm a strong supporter for the Military and National Defense... as that is the primary job of the Federal Government - secure the homeland (let's not even get into the border)... but this makes absolutely zero sense.

We're supposedly not currently at war. We were at war for 20 years... but while we're supposedly not at war, the budget is only increasing?

Considering that recruiting goals are not being met - and that recruiting goals for the foreseeable future are not going to be met due to the current lack of young people able/willing to join... Tell me again how this makes any sense?

Spending more while at "peace" than while at "war"... doesn't pass the smell test.

Google is hard you dumb fuck.

Bout acknowledges traveling to Afghanistan on numerous occasions during the 1990s, but has denied dealing with al-Qaeda or the Taliban.[22][42][43] Beginning in 1994, Bout made shipments for the pre-Taliban government of Afghanistan, which later became the Northern Alliance, and knew one of its commanders, Ahmad Shah Massoud. The Central Intelligence Agency described Bout-owned planes as transporters of small arms and ammunition into Afghanistan.[21][38][43] In 1995, Bout was involved in negotiations to free Russian hostages during the 1995 Airstan incident.[44]
Pre-Taliban Afghanistan government, prior to embargoes. You're against trade with a legitimate government?

Supposedly, Bout had been involved with arms dealings during the Yugoslav Wars, especially with the Bosnian government forces during its uprising against the Milošević government in Yugoslavia. Hasan Čengić, who was the former Deputy Prime Minister and Defense Minister of the Federation of Bosnia and Herzegovina is allegedly one of his former contacts. They came into contact with each other as they both stayed in Tehran during the 1980s and 1990s. The Slobodna Bosna newspaper claims that Čengić was a business partner of Bout since then, when 200,000 AK-47 rifles went missing in transit from Bosnia to Iraq in May 2006. One of Bout's airlines was the carrier.[52]
Huh, the United States was also providing arms to support the overthrow of Milosevic, troops too for that matter. Nothing to see here.

In 2004, Bout and Chichakli set up Samar Airlines in Tajikistan to conduct money laundering activities and protect assets from authorities.[56] Bout is suspected of supplying weapons to numerous armed groups in Africa in the 2000s, particularly in the Democratic Republic of the Congo during the Second Congo War. He may have employed some 300 people and operated 40 to 60 aircraft.[26]

Bout's network allegedly delivered surface-to-air missiles to Kenya to be used to attack an Israeli airliner during takeoff in 2002.[57]
He has never been charged for the alleged African arms deals to which he owes his notoriety.
Alleged, unproven and uncharged. Something for the anti-Biden fanatics on the far right to hyperventilate about? Maybe, but that smacks as hypocrisy given our countries own support of armed groups against governments we dislike and US mercenary groups. Oh, I mean 'private security.'

At the beginning of 2008, a US Drug Enforcement Administration paid informer, claiming to represent the Colombian rebel group FARC, supposedly independently of the CIA, negotiated with Bout for the supply of 100 9K38 Igla surface-to-air missiles and armour-piercing rocket launchers to be parachuted in by Bout to agreed landing spots in Colombia. The imposters invited Bout to Thailand to meet their leader.[6][3] He was charged with terrorism offences that included conspiracy to acquire and use an anti-aircraft missile, conspiracy to provide material support or resources to a designated foreign terrorist organisation, conspiracy to kill US nationals, and conspiracy to kill United States officers or employees. The US military was attacking the Colombian rebel group as part of Plan Colombia. None of the alleged crimes were committed in the US.[65]
Now here we've got what he's actually been charged and convicted for; a sting operations in which he was contacted to provide specific munitions for an invented cause. As a result of his engagement, he was successfully charged, tried and convicted. Yes, he is a criminal! But then, so was Griner. We have a Russian man who has been convicted of serious crimes and whom was incarcerated over for 14 years. We have a woman from the Untied States convicted of possessing low level narcotics who spent months in jail. Seeing an opportunity to rescue her via a trade, it happened. All praise Biden!

You keep on hyperventilating over things never proven and in turn show the rest of us how much you hate black women.

Imagine simping for a Russian arms dealer that sold actual weapons of war to terrorists and plotted to murder Americans with anti-aircraft missiles.

Where's your evidence that he killed people and blew up planes? Because if you have it, you should share it to the world as no one else has that it seems.
