    Anticompetitive practices as a result of refinery ownership consolidation under a considerably smaller list of owners than in decades past. Industry organized simultaneous shutdowns of multiple facilities for maintenance and idling of production to artificially decrease supply to drive up prices. Profiteering as a result of the above and being both an upstream and downstream producer/refiner, resulting in anticompetitive market practices.
