Where is the inconsistency? Facebook allowed Russia to spread massive amounts of misinformation during the 2016 and 2020 elections. Now Russia is all aggro because Facebook isn't allowing it to control the truth and spread only misinformation. You're upset because Russia = bad?

Actually, Russia banned it because they said it allows people to spread misinformation too easily about their invasion of Ukraine, not that they(Russia) couldn't spread things. I imagine they still have their paid agents churning out shit on FB.
