It’s a scale…kinda like the use of force continuum for cops. At least in the US, I don’t see any reason at all to go past regular daily speech or lawful protests. I don’t know a lot about Canada or follow them, but the little I do know is that their Covid restrictions have been wildly unpopular with the public and the prime minister (until very recently) refused to consider easing them. So honestly I don’t know if civil disobedience is justified there or not…. But you are right that such action causes harm and should not be taken lightly.
