Yes, it is a pilot program. The Transportation Dept. is to recruit volunteers from all 50 states who for a period of three years will test a variety of different methods of measuring distance traveled on public roads. At the conclusion of the program the Transportation Dept. will report to Congress on what worked and what did not and will make recommendations. Congress can then decide what laws, if any, should be passed. If Congress does nothing in response to the report on the pilot program, then there will be no fees or monitoring.
Volunteers will be paid, but I wouldn't expect the payment to be much, probably not enough to make volunteering worthwhile unless you have a civic spirit.
The original article seemed to go out of its way to mislead readers into thinking that the proposed law that will impose a fee and monitoring on everybody. But in fact it only applies to a few test volunteers for three years. Thank goodness you have someone as honest as me in this forum.

I never said it was going into full effect yet. I said they're setting the conditions for it to happen.. and they will try to make it happen. My guess was 10 years or less. If you think the author was trying to mislead... all he was doing was quoting what was in the actual bill.
If you think they'll stop with it as a pilot program, you're more ignorant than I thought.

You're asking for a lot there. The Conservashits here use up every bit of processing power they have pushing misleading articles they didn't read, about legislation they haven't researched. Apparently it's very tiring spreading misinformation, while trying to appear as if you're not actually supporting it.
