You're getting the Paula Jones case and the Lewinsky case mixed up. Clinton was impeached for lying about the Lewinsky case, which was consensual, and not sexual harassment. The vote on the Jones case wasn't successfully passed, and Clinton wasn't impeached on that charge. The "balance of power" argument is one made mostly by the "alt-left" that Parkbandit so despises, and not one I find particularly persuasive, either. The military is free to set their own rules for the purposes of maintaining discipline, and the police issues are obvious, but FYI, most colleges don't prohibit relationships or casual encounters between adult students and professors as long as they're of legal age and the student isn't in one of the professor's classes directly or in another supervisory role.

Lewinsky was 22 years old at the time, and maintained -- for decades -- that her involvement with him was consensual. (FYI, Clinton has been credibly accused by other people, and this particular interaction being arguable doesn't constitute a defense of him personally in other encounters). Lewinsky's changed her tune in recent years after the #MeToo movement. There's an argument to be made about power dynamics, but the notion that an adult human not under the influence or being coerced by violence isn't capable of determining their own ability to consent in a given situation is, in my opinion, specious.
