Right after running for re-election to repeal it. McCain was a career politician... which is where the problem in this country lies. People who are literally in politics for 20, 30, 40, 50 years.. always claiming they want to get something done, but never having the motivation to do anything unless it's election time... then they promise you they will work so hard doing it... only to do nothing once again.

Trump, I'd argue has started a civil war. It is amazing though that he has managed to avoid getting us into any open conflicts yet, I admit. I mean he came pretty close with Iran and did more harm than good with North Korea for that he has diminished the standing of the United States in the eyes of the world. Wait.. I thought he was a wartime president fighting this virus? I think 45 is just doing whats good for him, that's he'll ever do.
You and your ilk better hope there isn't some sort of left vs. right civil war. It would be as lopsided as your "You can protest.. but Trump having a rally is bad" logic.
