    Finally got through.

    (a) Whoever, without intent to effect the death of any person, causes the death of another by perpetrating an act eminently dangerous to others and evincing a depraved mind, without regard for human life, is guilty of murder in the third degree and may be sentenced to imprisonment for not more than 25 years.
    So third degree murder basically is manslaughter but with the addition of acting in a dangerous manner. He faces up to 25 years in prison for that alone.

    Third-degree murder falls between manslaughter and second-degree murder charges. This murder is not based on having the intent to kill.     They also have 1st and 2nd Degree Manslaughter. I'm thinking it is more likely second degree manslaughter here.

    The minneapolis police department is a cess pool. They need new leadership, better training, and a new culture. This is sadly not an isolated event, but it happened at a time when people are desperate and have a lot of time on their hands.

    Half of Congress thinks that well funded business is the only way to save a failing economy, when in reality stagnant wages, an embarrassingly low federal minimum wage and economic policies which favor a 3% or higher inflation rate has led to a massive draining of wealth. The middle class is all but wiped out while those at the poverty line see nothing but closed doors at businesses flooded with loans who don't have customers with cash to spend.
