That's been photo shopped. Dude with the JPD showing on on his sleave....has a giant fucking hand ( skin tone is also different) where the wrist does not correctly line up with the rest of the arm. My guess none of the hands correctly align with the arms and the red circles are used to hide the unnatural scale.

More fake news.

P.S. Looking more closely, the dude with a mask but no hat.....the black inside the circle is a darker shade than the rest of his shirt sleeve.
