His statement is the cry of a loser who's falling back on his last and final argument. In essence he's trying to sound reasonable, "hey, I'm cool with change...it's just too fast though that's all. It's a shock to the country. We should change later when we're more ready." Unfortunately for Tucker it doesn't work that way.
