What's up with the stats on the Dark Elf? Is that maximum stat total w/o tanking INF? Do wizards need INF?

Those are the maximum possible stats for this wizard. I made this wizard in GSIII and then quit. I came back years later to GSIV and in my rush to get playing I went for max stats rather than "perfect" stats.
