A minority, but still a pretty heavy plurality. It is due to a dramatic breeding difference, but not the one you posit: the overwhelmingly white Baby Boom did not foster their own boom, and their dying out (2040 is 90 years from 1950) combined with immigration is what tips the scales. Germans aren't walking through that door. Finlandians aren't walking through that door.
Now, if you want to say that our troops were under-educated cockroaches and thereby give aid and comfort to our enemies, I can't stop you. I guess I'd kind of hope you'd use better judgment, you know?
