I think much of the problem is the Anglo mindset that a topless woman sunbathing with HER HUSBAND is a scandal. Even if she is royalty.

In this one case, I almost feel like the attitude of the tabloids was less "How dare she?!" and more "Haha, we saw you naked!". Its like they don't even take themselves seriously anymore.
That said, I wouldn't be surprised if the U.K. instituted some sort of anti-press legislation. Its certainly caused more than enough grief (literal and figurative, if you consider Princess Diana) for the royal family.

unrelated two things:
My niece's step-grandfather is Grandpa Mark. My step-grandfather was Grandpa Bob. Grandpa Bob died long before my niece was born, but sometimes she calls Mark "Grandpa Bob" and then corrects herself.
