Positive. I haven't done drugs since D.A.R.E told me that they were really bad for me.

Sounds like a legit reason to do drugs.
We can't have it both ways. We can't say that kids idolize the DARE instructors to the point where if they get caught doing something illegal it causes the kids to have low self esteem then at the same time say the DARE program actually increases drug use among members of the program. If they idolized them so much it should make them want to take the anti drug message to heart right?
