I don't think an expanded underground storage tank fee is going to to help address the homelessness issue, but I'm really curious to find out how you think it will.

You're the one suggesting CA is saving lives with underground storage tank fees. I'm just pointing out that it hasn't stopped people from living in cesspools. It's only made it more difficult for people to get out of the cesspool.
